Now - at the instigation of Dubovets - they have added to her company, oddly enough, an ardent Russophobe of perestroika and post-Soviet times - Zenon Poznyak.

What is new in the approaches of the West and its henchmen to dismantling peace in our society?

The new task now is to enslave the same intelligentsia and youth on the sly. But without cultivating radical nationalist sentiments, but by creating intellectual platforms where fraternization with Russian liberals would become the norm.

After all, the Ciceros have disappeared from our country, and Navalny and others are visible in Russia.

I will honestly say that I, like many, understand this very bright propagandist, who managed to become the central figure of the Belarusian Popular Front in the late 80s, and then with little effort to saddle the Belarusian parliament and solve the priority tasks of gaining independence for the country.

The main thing: he - ideological opponent everything Soviet, but not a traitor. He does not count “Judas’ pieces of silver” in his pocket, but sticks to his line because he believes, because he is convinced that he is right and defends his point of view.

The West did not like Poznyak’s straightforwardness and independence of judgment, and he was pushed to the margins of Russophobic politics.

He is not their man. They don't need people with their own opinions. They need performers.

So what does the revolutionary Sergei Dubovets, widely known in narrow circles, accuse Poznyak of on the pages of “Nasha Niva” and “Svoboda”?

Let's not argue with Dubovets. He either does not understand, or deliberately does not want to understand, the difference in mentalities, the incomparability of production capacities and the scale of production relationships that characterize the economies of our countries.

He does not think about current information about how many people left for the West from the Baltic republics in comparison with Belarus.

He is not interested in the state of the real sector of the economy and what the prospects are economic development Estonia, etc.

For him, Estonia is paradise, because “Didn’t people hate the good and bad Estonians there? And where did the democrats recognize the Popular Front? And why did they set a course for independence - NATO - Europe?

The question is, was it different for us in the early 90s?

After all, can a sane politician really believe that the path to "independence" lies through NATO membership?

In his rantings, Dubovets, of course, could not ignore "Mounaga torture."

Revolutions in the minds of people are not made through incantations and humiliation of the current government alone. And the aggravation national issues in multinational republics is always fraught with carnage. You don't have to look far for examples.

Thank God, Zenon Poznyak and the revolutionaries of the first wave, willy-nilly, were brought up in a decent society. At that time they were not itching to unleash fratricidal conflicts on very unstable national and linguistic grounds.

Greenpeace Russia has begun collecting signatures for an appeal to the president: activists ask to protect “disenfranchised” forests growing on agricultural lands. The concept disappeared, but the forests themselves remained. As noted in the appeal of ecologists, according to Greenpeace estimates, today in Russia there are about 40 million hectares of such forest.

The problem, however, is that a significant part of such areas have become overgrown with forest over the past decades. Even against the backdrop of growing interest in the revival of agriculture, it is unlikely that such areas will begin to be cultivated, especially since there is still enough free and relatively developed land. And millions of hectares of forest remain in the “gray” zone.

Cut it down or pay a fine

First and the main problem, to which activists draw attention, such forests are actually deprived of protection from fire: forest fires must be extinguished using a special technology, including the use of aviation, for which Avialesookhrana is responsible.

Due to the fact that the forest on these lands grows illegally, fires on them are not taken into account in reports, and resources are not allocated for extinguishing and prevention, Greenpeace emphasizes.

In addition, many collisions arise, from which owners also suffer. land plots- especially if they want to do everything “in good faith.” Rules for the use of agricultural land are regulated Land Code Russian Federation- and according to this document, they must be maintained in a condition suitable for the development of agriculture.

“Land plots of agricultural land located at a distance of no more than 30 km from the borders of rural settlements, cannot be used for purposes not related to agriculture, except for cases of placement of linear objects in accordance with paragraph 2 of this article,” says paragraph 4 of Art. 78 documents.

If within a year after receiving the plot the owner has not begun to use it for its intended purpose (that is, to conduct agriculture on it), the land may be confiscated from him. In addition, the Administrative Code provides for fines, the amount of which depends on the cadastral value of the land.

When trying to clear areas of forest, owners often resort to the simplest and most inexpensive method, simply setting the trees on fire. Which, in turn, leads to the formation of large forest or peat fires, Greenpeace claims.

To put it bluntly, Russia is coping with them poorly: according to an environmental organization, about 15 million hectares of forests burned due to fires this year alone - an area comparable to half the area of ​​Great Britain. According to official data published by Avialesookhrana in early August, 8.7 million hectares have burned in Russia since the beginning of the year - only 1.5 million hectares less than the entire territory of Iceland.

The entrepreneur submitted the application within the framework of the same “Vologda Hectare” program, which was announced in the region at the beginning of summer. As officials explained then, it is aimed at returning abandoned agricultural lands to circulation.

The portal iz.ru, on the eve of the adoption of the bill, in June 2018, asked the regional government to clarify the conditions of the program. In the received commentary (available to the editors), it was then noted that its concept “is designed for any resident of the Russian Federation interested in using agricultural lands and involving them in circulation for the purpose of agricultural production.” They were ready to give out one hectare for free in the region, but only for intended use and only in some remote areas - including near Veliky Ustyug.

Now residents of the Veliky Ustyug region claim that the disputed site in the Oryol settlement, despite the fact that according to the papers it is agricultural, has never been used by either collective farmers or farmers.

Agriculture has never been carried out on this plot of land. The forest is located in close proximity to the village of Chernevo. Local residents always went there to pick berries and mushrooms. It is obvious that the entrepreneur, pursuing the goal of profit, decided to enrich himself at the expense of the Forest Fund.

Without right and wrong

Opponents of the idea of ​​​​transferring the forest to an entrepreneur are convinced that in reality his goals are completely different and the new owner, despite promises, will start cutting and selling wood. The head of the Veliky Ustyug region, Alexander Kuzmin, shares their sentiments.

In the Tver region, according to Vladimir Lipatkin, by the early 1990s, the area of ​​agricultural forests could reach up to 40% of all forests located in the region.

Theoretically, the initiative was supported by Rosleskhoz - as the department explained to TASS journalists at the time, “such lands retain high potential for forestry, and their transfer to the Forest Fund will allow them to be reclaimed and returned to normal ecological circulation.” At the same time, representatives of Rosleskhoz noted that it would be possible to transfer land only if it had truly become unsuitable for agriculture. Actually, both the department and the regions can decide the fate of these forests now, but, according to environmentalists, they are in no hurry to take responsibility.

The process is not active enough, no one is specifically doing this, but in general such actions are within the powers of Rosleskhoz and regional entities. Moreover, in some regions, for example in Kabardino-Balkaria and the Moscow region, such procedures were carried out about 10 years ago. Rosleskhoz needs to be pushed to take action in the right direction.

Over the past year, however, the legislative initiative has not received any development. As the ONF explains, further work on it should be carried out in the State Duma. According to iz.ru sources, the reason may also be that the possibility of changing the entire current system dividing land into categories towards simplification. If this is done, the future of unaccounted agricultural forests will be adversely affected.

In addition, difficulties will arise with regard to the status of lands that have already been transferred to private owners: it will be possible to transfer them to the Forest Fund only after they have been confiscated from the owners. Largely to protect their interests, Russia adopted a so-called forest amnesty. It came into force in January 2018.

Initially, it was assumed that the document would mainly affect summer residents, whose previously acquired plots, due to confusion in the documents of the late 1990s and early 2000s, bordered on the lands of the Forest Fund. However, according to environmentalists, as a result, the “amnesty” will also include most of privatized “agricultural forests”.

Meanwhile, the return of “lost” forests to the Forest Fund is a matter of correctly setting priorities for national level, Anton Khlynov is sure, and difficult issues, in his opinion, can be stipulated in advance in the law.

We lack the political will to ensure the protection of natural resources. In the code, our priorities are set differently. There the priority is not private property, not considering land as a commodity, we consider land primarily as natural resource, partly even as a national treasure. And when all these values ​​are turned the other way around, in favor of imaginary economic benefits, then thoughts arise that the owners need to be compensated for the cost, that this is difficult, and laws on “forest amnesty” appear. Although people understood perfectly well that they were buying the land on which the forest grew, and they were cutting down real forest, the ecologist is convinced.

Be that as it may, in his opinion, a single legislative or systemic by-law on the mandatory transfer of lands with “collective farm forests” to the Forest Fund is necessary. Otherwise, in most regions of the Russian Federation, these trees may simply be cut down en masse as they grow on agricultural lands.
