P.s. Interlot announced the cessation of lottery activities in June 2015. Then, however, there was no talk that what had happened was forever; on the contrary, it was emphasized that the Golden Key (the flagship lottery of Interlot CJSC) was going on vacation. Apparently the organizers still had hopes that the issue could be resolved, and that the lottery would still be able to be preserved, perhaps by coming under someone else’s patronage - at that time the possibility of issuing lotteries was again discussed by other departments, including the Ministry of Culture
Here it is worth remembering that even earlier, in June 2014, everything private lotteries that existed at that time were simply prohibited. True, “Golden Key” then remained in operation, thanks to the concluded contract with the “Victory” lottery, which, in turn, was one of three operators authorized by the state. The cooperation was not free of charge; Interlot paid Pobeda 5% of turnover. These details can be found out from another case No. A40-158507/15
"On March 26, 2014, between LLC State Lotteries Pobeda (since July 7, 2015, renamed LLC INFINGRUPP) (operator) and the defendant (distributor), Agreement No. 054/SO for the provision of services (hereinafter referred to as the Agreement) was concluded.<...>
According to clause 3.2 of the Agreement, the Distributor undertakes to transfer to the Operator:
- monthly, no later than the 20th (twentieth) day of the month following the reporting month, the amount of the guaranteed payment provided for in clause 3.1 of the Agreement.
-quarterly, no later than the 20th (twentieth) day of the month following the last calendar month of the corresponding quarter: targeted contributions in the amount established by the government contract.”
In accordance with clause 3.1 of the Agreement, the guaranteed payment is 5% of the proceeds. Clause 3.2 of the State Contract establishes that since January 2012, target deductions for VGTL 1 and VGTL 3 Pobeda amount to 5% of revenue."
After some time (after the ban on non-state lotteries), Pobeda itself was left out of business - its license was simply not renewed. In June 2014. I think that Interlot was not ready for such a turn of fate. As a result, a short positional struggle began - Interlot versus Stoloto, which ended in the loss of the owners of the Golden Key. The decision in the case No. A40-158507/15 it ended up being:
"To recover from the Closed Joint Stock Company "Interlot" in favor of the Limited Liability Company "InFinGroup" 139,801,017 rubles of unpaid target assignments and guaranteed payment, 326,154,429 rubles of unclaimed winnings, 4,194,030 rubles of penalties, 200,000 rubles of expenses state duty"
It remains unclear why Interlot did not pay this money; this is only mentioned in the case materials: "The defendant did not admit the claim, based on the arguments set out in the response". But I couldn't find the review itself.
