In the One Piece anime, characters outside of Monkey's crew are also hunting for the treasure of the former pirate king Gol D. Roger. This man surrendered to the Marines (government forces) due to illness and declared a huge hidden treasure. The closest to their search was Edward Newgate, also known as Whitebeard. He is the strongest man in this universe. In battle, no one can hold him back, and his blast waves hit everything around him. It is this man who heads one of the most powerful pirate groups called the “Four Emperors”.

The One Piece anime characters from the Great Corsairs organization are the government's arm in the fight against the sea wolves. They entered into an agreement according to which they would only attack other pirates and give tithes to the authorities. They include the strongest swordsman Dracul Mihawk, Empress Boa Hancock, the lord of shadows Gekko Moriya and other strong personalities. In the One Piece cartoon, new characters are always trying to equal these strong warriors and take their place. These include the eleven supernova pirates, as well as government organizations like the one called Cyberpol.
