It was established that on December 22, 2016, agreement No. 286/1/16/39 and 286/1/16/40 was concluded between the Ministry of Defense of Ukraine and LLC “Trading House Agrinol”, as well as additional agreements to these agreements on the supply of the latter for the needs of the APU motor oils for armored vehicles "Azmol Garant M-4042 VT" in a total quantity of 350 tons, according to which, for each batch of products, the supplier certified copies of quality control reports and bench test results (conducted by the State Enterprise "Kharkiv Engine Design Bureau").
During the investigation, it turned out that Agrinol produces Azmol-Garant M-4042 VT motor oil under a license agreement, while TD changed the recipe for making the oil, but did not conduct qualification tests in accordance with the requirements of Ukrainian legislation.
Based on the test results, it was established that the oil that was supplied did not meet the requirements of the regulatory document in terms of the “Scuff Index” indicator. This means that during engine operation, ash and carbon deposits form and, as a result, the equipment fails.
In addition, in December 2016, the same “Trading house “Agrinol” supplied military units A2791, A3476, A1361, A2110 for storage with 360 tons of another “miracle oil” produced by the Russian-Ukrainian scientific and production enterprise “Agrinol”, which later The military purchased it from Region-Oil LLC, which is associated with it. These auctions took place in July 2017, and a little later it became known that the favor of the military had its price. In particular, the investigation found that a representative of Agrinol gave the head of the fuel materials service of the rear of the ground forces command of the Armed Forces of Ukraine a kickback in the amount of 6% of the received order, which is slightly less than 1.5 million hryvnia. In addition, it was established that the head of the 10th Chemmotological Center of the Ministry of Defense, who organized the issuance of deliberately untrue quality protocols for the supplied oil, was also “motivated.” The actual performance of the delivered goods turned out to be simply devastating - during the operation of tank engines, they led to the formation of ash and soot and caused them to fail en masse.
Thus, Ponomarev became a “bird of happiness” for the Ministry of Defense, delivering low-quality motor oil, as well as undermining the military power of the state, which the commander-in-chief anxiously chirps about at every opportunity. At the same time, the people’s deputy did not forget about his own benefit. As we mentioned, a seat in the Rada opens up new opportunities, gives acquaintances and encourages crimes with impunity. So Mr. Ponomarev enjoys the benefits of a deputy mandate.
During its work, the Ministry of Defense purchased motor oil for the needs of the Ukrainian Armed Forces from the Agrinol trading house for a total of 21 million 668 244 UAH.
Now, returning to the incident with a brawl with a media representative in the Verkhovna Rada, we can say that Alexander Ponomarev’s insolence during the altercation and the words: “I won’t sit down, you will sit down,” are completely justified. What can we talk about in this case, when government officials do not respect human rights (an attack on a journalist), buy hectares of land for the construction of private recreation complexes (land in Berdyansk), ensure the failure of military equipment, for which the guarantor will once again ask loans (sale of TD Agrinol motor oil), to the detriment of their country and people, but, obviously, not forgetting their own benefit. In the near future, impunity, nepotism, mutual responsibility and selectivity of the judiciary will become a powerful springboard for blatant lawlessness, which will become the norm for those in power and will allow them to do their dirty deeds, and simply shoot down those who are unwanted and inconvenient.
