The invention relates to accessories for games and can be used for drawing monetary and clothing lotteries, sports lotteries, and also as a toy. Various designs of lottery machines are known. The simplest designs of lottery machines, such as those, contain a mixer, in the bottom of which there is a hole in the form of a funnel, which goes into a vertical tube made of transparent material. The marked balls from the mixer are rolled out through the tube. Another type of lottery machine has a means for mixing the balls and a means for removing the balls one by one and presenting them to the public. These means have moving parts (for example, pushers), and therefore a drive and a control system. Further development of lottery machines was aimed at improving the mechanism for mixing balls, since the reliability of the randomness of the selection of balls is determined by the thoroughness of their mixing. Such designs include well-known lottery machines, mixers made in the form of rotating drums, as well as lottery machines in which the balls are mixed using an air flow. Thus, the lottery machine chosen as a prototype contains a body made of two parallel plates, the front of which is made of transparent material. The body is divided into two parts connected by a narrow channel. In the first part, the balls are mixed with an air flow, and the second part is designed to install the balls in columns and rows. This part is divided by parallel plates in such a way that the walls of the housing and the plates form vertical channels for displaying the mounted balls to the public through the front transparent plate of the housing. After the matrix of vertical channels is completely filled with balls, the latter are held in it using a special device. Thus, there is a technical contradiction: simple designs of lottery machines are not entertaining; designs that involve mixing balls using rotation mechanisms or, as in the prototype, air flow, although entertaining, have a rather complex design, moving parts, control systems and etc. The basis of the invention is the task of creating a simple lottery machine design without moving parts, in which the randomness of the sequence of ball selection is clearly demonstrated. The second task, inextricably linked with the first, is to increase entertainment. The problem posed can be solved by two design options that provide the same result in fundamentally the same way. In the second embodiment, in a lottery machine for randomly distributing game balls, containing a housing with channels for receiving game balls, according to the invention, a loading hopper is additionally installed in the upper part of the body, the bottom of which has funnel-shaped outlet openings connected to channels made of transparent material in the form of tubes or gutters of varying lengths and curved in a spiral and zigzag manner to ensure gravity, and the channel outlets are located in the lower part of the housing, made in the form of a linear storage for outgoing balls, shaped like a tube or gutter. In fig. 1 shows the first design option; in fig. 2 - second option. The lottery machine (first version, Fig. 1) consists of a body 1, the walls of which are made of transparent material. In the upper part of the housing there is a hopper 2, the bottom of which is connected through funnels 3 to channels 4 for the passage of marked balls 5. Channels 4 are formed by the front and rear walls of the housing and zigzag partitions 6. The distance between the partitions forming one channel, the angles of inclination of individual sections of the partitions are selected so that the balls roll down freely under the influence of gravity. The lower part of the body, tapering, goes into storage 7, ending in a linear section made in the form of a pipe 8 (or gutter). In fig. Figure 2 shows the second version of the lottery machine, in which the hopper 2, through funnel-shaped outlets 3, is connected to transparent tubes (lil gutters) 6. The tubes are bent zigzag in the form of spirals, combining different bending shapes in such a way as to ensure free rolling of the balls 5 down into the storage tank 7, ending in linear section 8 (tube or gutter). If the rigidity of the tubes 6 allows supporting the hopper 2, then they perform the function of a housing, otherwise the hopper 2 is mounted on the supporting elements of the housing (in Fig. 2 not specified). When loading marked balls into hopper 2, they, through funnel-shaped outlets 3, enter channels formed in a transparent body or made in the form of transparent tubes, and as they exit the channels, they are sequentially lined up in tube 8 of the linear storage device. Unlike known analogues, which usually have two organs: an organ for forced mixing of marked balls and an organ for sequentially selecting balls from the mixed mass, in the inventive device mixing of balls as such does not occur. The randomness of the sequence of balls being released is determined by the length of the curved channels into which the balls also fall randomly from the loading hopper. At the same time, it is obvious that it is impossible to control the process, firstly, since it is visible through the transparent body (or tubes) that there are no magnets or other controlled devices braking the balls, and secondly, even if the balls have different weights, the exit sequence still determines The balls are of different channel lengths. In accordance with Part 3 of Article 14.27 of the Code of Administrative Offenses of the Russian Federation, refusal to pay, transfer or provide winnings, as well as violation of the procedure and (or) terms for payment, transfer or provision of winnings provided for by the terms of the lottery, entails a warning or the imposition of an administrative fine on legal entities - from fifty thousand to one hundred thousand rubles.
According to Part 1 of Article 71 of the Arbitration Procedure Code of the Russian Federation, the arbitration court evaluates evidence according to its internal conviction, based on a comprehensive, complete, objective and direct examination of the evidence available in the case.
In accordance with Article 26.2 of the Code of Administrative Offenses of the Russian Federation, evidence in a case of an administrative offense is any factual data on the basis of which the judge, body, official in charge of the case establishes the presence or absence of an administrative offense event, the guilt of the person brought to administrative proceedings liability, as well as other circumstances relevant to the correct resolution of the case. These data are established by the protocol on the administrative offense, the explanations of the person against whom the case of the administrative offense is being conducted. The use of evidence obtained in violation of the law is not permitted.
The case materials establish that the applicant did not comply with the requirements of the legislation of the Russian Federation on Lotteries.
Under these circumstances, the fact of the defendant’s violations of the established payment deadlines is considered by the court to be established and confirmed by the case materials.
Thus, the actions of the defendant established the corpus delicti of an administrative offense under Art. 14.27 part 3 of the Code of Administrative Offenses of the Russian Federation.
There is also the defendant’s guilt in committing it, since in accordance with paragraph 2 of Art. 2.1 of the Code of Administrative Offenses of the Russian Federation, he had the opportunity to comply with the rules and norms, for violation of which this Code or the laws of a constituent entity of the Russian Federation provides for administrative liability, but this person did not take all measures depending on him to comply with them.
On the day the court decision was made, the statute of limitations for bringing the defendant to administrative liability, established by Art. 4.5 Code of Administrative Offenses of the Russian Federation, not expired. The procedure for bringing the defendant to administrative responsibility was followed by the applicant and is not disputed by the defendant.
Grounds for application of Art. 2.9 of the Code of Administrative Offenses of the Russian Federation and the court does not have a release of the defendant from administrative liability.
Consequently, there are legal grounds for bringing the defendant to administrative liability on the basis of Art. 14.27 part 3 of the Code of Administrative Offenses of the Russian Federation.
The court verified and assessed all the defendant’s arguments, but they cannot serve as a basis for refusing to satisfy the demands, since they are not supported by evidence and are based on an incorrect interpretation of both the legislation of the Russian Federation and the conditions of the lottery. Thus, the court presented the defendant’s arguments with reference to the need to pay within the time limits specified in paragraphs 9.8, 9.9. The conditions are not accepted, since, in the opinion of the court, these clauses are not applicable to the case under consideration, which follows from the literal interpretation of the conditions.
Under these circumstances, the court considers the event of an administrative offense established, for the commission of which the law provides
administrative responsibility; the fact that it was committed by a person in respect of whom a protocol on an administrative offense was drawn up; existence of grounds for
drawing a protocol on an administrative offense; the presence of powers of the administrative body that compiled the protocol.

Parts 1 and 3 of Art. 23.1. Code of Administrative Offenses of the Russian Federation consideration of cases of administrative offenses provided for in Parts 1, 2 of Art. 14.27 of the Code of Administrative Offenses of the Russian Federation falls within the competence of the arbitration court.
Thus, the court found that the application was justified and should be granted.
The court did not establish any mitigating or aggravating circumstances in the case.
As follows from the grounds of the stated requirements, the applicant did not refer to the presence of aggravating circumstances when the defendant committed the specified administrative offense and due to the fact that the defendant was brought to administrative responsibility for the first time under this article of the Code of Administrative Offenses of the Russian Federation, the court considers it possible to impose a punishment according to the lower limit of the administrative fine specified in Art. 14.27 Part 3 of the Code of Administrative Offenses of the Russian Federation, i.e. in the amount of 50,000 rubles.

Some organizers also use a separate lottery machine for each ball. Thus, it is necessary to calculate the probability of each ball falling out in each individual lottery machine. On the one hand, this makes the task a little easier, on the other hand, it complicates it.

But this is just a theory of probability, which, as it turns out, doesn’t really work. Let's see what secrets there are, based on dry science and statistical data accumulated over decades.

  1. Why doesn't probability theory work?

    • Less than ideal conditions

The first thing worth talking about is the calibration of lottery machines. None of the lottery machines are perfectly calibrated.

The second caveat is that the diameters of lottery balls are also not the same. Even differences of the slightest fraction of millimeters play a role in the frequency of a particular ball falling out.

The third detail is the different weight of the balls. Again, the difference may not seem significant at all, but it also affects the statistics, and significantly.

  • Sum of winning numbers

If we look at the statistics of winning numbers in a “6 out of 45” lottery, we will notice an interesting fact: the sum of the numbers that players bet on ranges between 126 and 167.

The sum of the winning lottery numbers for “5 out of 36” is a slightly different story. Here the winning numbers add up to 83-106.

  • Even or odd?

What numbers do you think are most often found on winning tickets? Even? Odd? I can tell you with complete confidence that in the “6 out of 45” lotteries these numbers are equally divided.

But what about “5 out of 36”? After all, you need to choose only 5 balls; there cannot be an equal number of even and odd balls. So here it is. Having analyzed the results of lotteries of this type over the last four decades, I can say that slightly, but still more often, odd numbers appear in winning combinations. For a lottery of the “6 to 45” type, we conditionally divide the numbers into 2 groups - from 1 to 22 and from 23 to 45.
