In 1761, on the site where the university is located today, the Elizabethan redoubt of the fortress of St. Dmitry of Rostov was founded. But as an educational institution, it appeared in 1900 in the building of a commercial school, which 18 years later was reorganized and called the Don Commercial Institute. On December 16, 1943, an order was issued to found the Rostov Civil Engineering Institute, and in 1992 it was granted the status of an academy. The result of another transformation in 1997 was the Rostov State Civil Engineering University (RGSU).

This trains students in three degrees (bachelors, specialists and masters), and also provides training on a budgetary and paid basis. There is a military department at the university, and there is a dormitory for out-of-town and foreign students.

Applicants to the paid department of bachelor's and specialist's programs must submit documents within the period from 13.06 to 15.08. For applicants with secondary vocational and higher education who are enrolling in a shortened form of study, documents can be submitted from 1.02 to 15.08.

Selects students into its ranks based on the results of entrance examinations and additional entrance creative or professional tests (for some areas)

The priority disciplines are mathematics and drawing (for the specialties “architecture” and “urban planning”), and auxiliary disciplines: Russian language, social studies, physics and drawing.

All entrance exams are assessed on a 100-point system.

Rostov State University of Civil Engineering enrolls applicants for study upon gaining a certain number of points. It can differ significantly for different specialties. So, to enter the “automotive service” you need a minimum of 129 points, for “construction” - 130. In “applied geodesy” the passing mark is 134 points, a little more in “applied computer science and electronics” (145), “land management and cadastres” "(171). Future urban planners will have to try much harder to enter this specialty; they will have to overcome the barrier of 211 points. The most difficult thing for applicants to enroll in is “architectural design”; in this direction, the university has the highest passing criterion - 320.
