Inter-industry standards for the number of labor protection service workers in organizations (hereinafter referred to as the number standards) are intended to determine and justify the required number of labor protection service workers, establish job responsibilities, distribute work between employees and are recommended for use in organizations regardless of ownership and legal forms .

The headcount standards also provide for the conditions for the formation of the organizational structure of the labor protection service in the organization (specialist, bureau, department).

The headcount standards cover the following areas of activity of occupational safety and health workers in the organization:

1) occupational safety management;

2) organization of work to prevent industrial injuries, occupational and work-related diseases;

3) organization of work to carry out certification of workplaces for compliance with their requirements for conditions and labor protection;

4) organization of propaganda on labor protection;

5) conducting introductory training;

6) organization of briefings, training, testing of knowledge of labor protection requirements for workers;

7) planning labor protection measures, drawing up statistical reporting in established forms, maintaining labor protection documentation;

8) operational control over the state of labor protection in the organization and its structural divisions;

9) control over compliance with laws and other regulatory legal acts on labor protection;

10) participation in the reconstruction of production and organization of events aimed at improving the working conditions of the organization’s employees;

11) investigation and recording of accidents.

The development of headcount standards is based on:

1) data from operational accounting and statistical reporting of labor protection services;

2) materials for studying the existing organization of labor in structural divisions.

The headcount standards were developed in accordance with the Law of the Russian Federation “On the Fundamentals of Occupational Safety and Health in the Russian Federation”, Recommendations for organizing the work of the occupational safety service in an organization, approved by Resolution of the Ministry of Labor of Russia dated February 8, 2000 No. 14.

Number standards are provided for the positions of head of department (bureau) and specialists of all categories. The standard number of employees of sanitary-industrial laboratories and sanitary doctors is not provided for by these headcount standards. The numerical values ​​indicated in the size standards with the indication “up to” should be understood inclusive.

In cases where individual production units of an organization are located at a distance of 0.5 to 1.5 km from each other, a coefficient of 1.2 should be set to the number of workers in the labor protection service, calculated according to headcount standards, and at a distance of 1. 5 km or more - coefficient 1.4.

In separate production structures with a staff of 400 people and above, the number of occupational safety and health workers is calculated separately for each structure. In the headcount standards, a separate production structure should be understood as enterprises, workshops, departments of motor transport and housing and communal services, included in the structure of the organization, located at different production sites and having a completed production cycle.

Employees of the labor protection service in their activities are guided by laws and other regulatory legal acts on labor protection of the Russian Federation, a collective agreement and agreement on labor protection of the organization, regulatory documentation of the organization and carry out their activities in interaction with other services of the organization, as well as a joint committee (commission) on labor protection, authorized (trusted) persons on labor protection of trade unions or work collectives, bodies of state management of labor protection, supervision and control of labor protection.

The organization of work of labor protection service workers provides for strict regulation of their job responsibilities and the assignment to each of them of certain structural units or areas of work.

It is recommended to equip the workplace of an occupational safety service employee with a table, a chair, a bookcase for storing documents, and a personal electronic computer (PC). The employee must be provided with a telephone connection and the necessary office supplies, normative and reference literature, and instruments for operational monitoring of hazardous and harmful production factors necessary for the relevant type of production, taking into account the specifics of the work.

The labor protection service is directly subordinate to the employer. In organizations with an average number of up to 700 employees (in the absence of workers engaged in heavy work or work associated with harmful and dangerous working conditions), the functions of the labor protection service can be performed by individual labor protection specialists. In organizations with a larger number of employees, the functions of the occupational safety service are performed by an occupational safety bureau with a staff of 3-5 employees (including the position of the head of the bureau) or an occupational safety department with a staff of 6 or more workers.

The occupational safety service is managed by the head of the occupational safety department (bureau), who:

1) plans and organizes the work of the department (bureau), develops job descriptions for employees, bears personal responsibility for the effective and high-quality implementation of the tasks and functions assigned to the department (bureau), is responsible for reporting, coordinates the work of authorized (trusted) persons for occupational safety and health of professionals unions or labor collectives;

2) ensures timely consideration of submitted documents, letters, proposals, statements on issues within the competence of the department (bureau);

3) submits proposals to the employer on issues of selection and placement of personnel, rewarding distinguished employees or applying disciplinary sanctions to employees for improper performance of their duties;

4) provides systematic advanced training for department (bureau) employees.

The main activities of the organization’s labor protection service workers include:

1) organization of work to prevent industrial injuries, occupational and work-related diseases, consisting of:

a) study and analysis of the causes of accidents and industrial injuries, occupational and work-related diseases; participation in the investigation of industrial accidents and accidents and the development of measures to prevent and eliminate the causes of industrial injuries, as well as in the preparation of documents for the payment of compensation for harm caused to the health of an employee as a result of an industrial accident or occupational disease; monitoring the implementation of measures to eliminate the causes of industrial injuries;

b) bringing orders and other governing documents of higher-level organizations on the prevention of occupational injuries to the attention of the organization’s employees; preparation of draft orders of the organization’s management, instructions and other documents on issues related to labor protection in the organization;

2) organization of work to carry out certification of workplaces for compliance with their requirements for conditions and labor protection in the organization, including:

a) organizational and methodological management of the work on certification and rationalization of workplaces in terms of compliance of workplaces with the requirements of labor protection conditions;

b) formation of the necessary regulatory framework for certification of workplaces and organization of its study;

c) accounting of workplaces and classification of work by categories of workers, names of professions and positions, their number and type of work (mobile, seasonal, periodic use, etc.) in order to identify the most traumatic areas, work, equipment and devices;

d) assessment of workplaces based on working conditions: compliance with sanitary and hygienic standards and labor protection requirements; compiling a list of dangerous and harmful factors in the working environment, indicators of the severity and intensity of the labor process; coding of production facilities, workshops, sites, workplaces for automated processing of results; provision of workers with special clothing, safety footwear and other personal protective equipment and their compliance with labor safety standards and established norms; assessing working conditions using instrumental, laboratory and ergonomic research methods;

e) organizing the preparation of documents on the results of workplace certification (workplace certification protocol, certification cards, workplace statements, the forms of which must meet the requirements of machine processing);

f) bringing information about the results of workplace certification to the attention of the employer;

g) development of proposals, taking into account the results of certification of workplaces according to working conditions, on the procedure for preparing an organization for certification of labor protection work and determining measures that specify the content of training;

3) organization of propaganda on labor protection, providing:

a) managing the work of the occupational safety office (corners), organizing propaganda and information on occupational safety issues using internal radio communications, television, videos on occupational safety, small-circulation printing, wall newspapers, shop windows, etc.;

b) organizing and conducting lectures and conversations; participation in the preparation of exhibits and visual aids in the organization of classrooms; organization of exhibitions, corners, showcases, stands; holding competitions and public reviews on labor protection; organizing and providing organizational units with rules, instructions, standards, posters and other visual aids on labor protection; organizing the exchange of best practices in occupational safety and health, going on business trips, receiving and introducing employees of other organizations to the practice of occupational safety and health;

4) organization of briefings, training, testing of knowledge of labor protection requirements for employees of the organization, consisting of:

a) developing a program for conducting introductory training on labor protection;

b) conducting introductory training on labor protection;

c) monitoring the timely and high-quality conduct of training, testing knowledge and organizing all types of briefings on labor protection; organizing training in safe methods and techniques for performing work and methods of providing first aid to victims;

d) conducting consultations on labor protection issues;

e) participation in the work of commissions to test the knowledge of labor protection of the organization’s employees;

f) providing methodological assistance to heads of structural divisions of the organization in the development and revision of labor protection instructions;

5) planning labor protection measures, drawing up statistical reporting in established forms, maintaining documentation on labor protection, including:

a) development, together with other structural divisions, of an action plan to improve and improve working conditions, bringing them into compliance with the requirements of regulatory legal acts on labor protection, taking into account measures to improve equipment and technology, the use of individual and collective protective equipment; analysis and synthesis of proposals for spending funds on measures to improve working conditions and labor protection, indicating the timing of their implementation; compilation of statistical reporting on labor protection in established forms and within the appropriate time frames;

b) compiling (with the participation of other structural divisions of the organization) lists of professions, positions and types of work for which labor protection instructions should be developed;

c) coordination of draft instructions on labor protection for workers, lists of professions and positions of workers exempt from initial training in the workplace, programs for initial training in the workplace;

d) compiling, together with other structural divisions of the organization, lists of professions and positions, according to which employees must undergo mandatory preliminary (upon entry to work) and periodic (during employment) medical examinations, as well as lists of professions and positions, in accordance with by which, on the basis of current legislation, workers are provided with compensation for difficult, harmful or dangerous working conditions;

e) organizing the storage of documentation (acts in form N-1 and other documents on the investigation of industrial accidents, protocols for measuring parameters of harmful and dangerous production factors, documents relating to the certification of workplaces, etc.) in accordance with the deadlines established by laws and other regulatory legal acts;

f) participation in the preparation of the “Labor Safety” section of the collective agreement, agreement on labor protection, in the organization of medical and preventive services for the organization’s employees;

g) determining the main directions for improving working conditions;

6) operational control over the state of labor protection in the organization and its structural divisions, which includes:

b) control over: compliance by employees in the structural divisions of the organization with the requirements of labor protection instructions; maintenance of production and auxiliary premises; safe operation of equipment, tools, devices, inventory, vehicles, safety and protective devices; proper organization of workplaces, carrying out technological processes; use and compliance with established deadlines for issuing personal protective equipment; technical condition of machinery and equipment; operation and proper maintenance of ventilation devices, heating and air conditioning systems, drinking water supply devices;

7) control over compliance with laws and other regulatory legal acts on labor protection, which also includes control over:

a) correct expenditure in the organizational units of funds allocated for the implementation of labor protection measures;

b) the presence in the structural divisions of the organization of instructions on labor protection in accordance with the list of professions, positions and types of work in accordance with which they should be developed; their timely revision;

c) bringing to the attention of employees of structural divisions of the organization new laws and other regulatory legal acts on labor protection being introduced;

8) participation in the reconstruction of production and organization of events aimed at improving the working conditions of the organization’s employees, providing for:

a) work as part of the commissions for the acceptance into operation of completed construction or reconstructed production facilities, as well as in the work of the commissions for the acceptance from repair of installations, units, machines and other equipment in terms of compliance with the requirements of regulatory legal acts on labor protection;

b) carrying out, together with the relevant divisions of the organization and with the participation of authorized (trusted) persons for labor protection of trade unions or the workforce, inspections, surveys (or participation in inspections, surveys) of the technical condition of buildings, structures, equipment, machines and mechanisms for compliance with their regulatory standards legal acts on labor protection, the efficiency of ventilation systems, the condition of sanitary facilities, sanitary facilities, means of collective and individual protection for workers;

c) coordination of project documentation developed in the organization in terms of compliance with labor safety requirements;

10) investigation and recording of accidents in the organization, including:

a) organizing the provision of first medical aid to the victim, facilitating, if necessary, his delivery to a medical facility; taking urgent measures to prevent the development of an emergency situation and the impact of a traumatic factor on other persons;

b) organizing a report of an accident;

c) work in the accident investigation commission, which involves determining measures to prevent and eliminate the causes of accidents at work; issuing instructions to heads of structural divisions; participation in the preparation and organization of sending the act in form N-1 to the relevant authorities.

The time limit for participation in the work of a commission to investigate an accident in an organization is 24 hours and 120 hours (when investigating a serious fatal accident and a group accident).

The standard number of occupational safety and health workers (OHS) in organizations is determined by summing up the number in tables depending on factors established according to statistical and operational reporting. The payroll number of employees of the labor protection service (OSH) is established by the formula:

where Kn is a coefficient that takes into account the planned absences of workers during rest, illness, etc.


Kn = 1 + % of planned absenteeism /100.


In the case when structural units are located at a distance of 0.5 - 1.5 km from each other, the number of employees on the payroll is determined with a coefficient of 1.2; when the distance between units is more than 1.5 km - K = 1.4.


Chsp = Chn*1.1*1.2.

Administrative and production control of labor protection in organizations

The most widespread at enterprises is administrative and production control, in which the state of labor protection is sequentially checked at three or more levels. For example, in the oil refining and gas industries, six-level control is provided (according to VRD 39-1.14-021-2001 “Unified labor protection and industrial safety management system at OAO Gazprom”).


Control objects for each level can be divided into groups:

  1. at the first level - workplace, site, team;
  2. at the second level - workshop, service;
  3. at the third level - branch, production;
  4. at the fourth and fifth levels - organization;
  5. at the sixth level - a joint-stock company.

The first level of control is carried out by each employee at his workplace. The employee checks the condition of the workplace daily for compliance with labor protection requirements and, if violations are identified, takes measures to eliminate them, reports violations to the immediate supervisor, shift leader, team leader, or watch leader.


The work manager (foreman, foreman, shift supervisor), as well as authorized persons, daily before starting work check the condition of equipment, tools, devices, workplace, the physical condition of the worker, the condition of special clothing and personal protective equipment, the availability and serviceability of collective protective equipment (ventilation, lighting, signaling devices, blocking, etc.). Information about violations of norms, rules, and instructions is entered by the site manager into the operational and technological documentation (operational log or log of defects of main and auxiliary equipment).


Identified violations are immediately corrected under the direct supervision of the site manager.


If the violations identified at the first level cannot be eliminated by the site workers, then the site manager writes them down in the shop’s Occupational Safety and Health Journal and reports this to senior management to take measures to eliminate the violations. If gross violations are detected that can cause harm to health or lead to an accident, the site manager suspends work until the violations are completely eliminated.


The second level of administrative and production control is carried out by the head of the workshop or service at least once every 10 days. If there are a large number of objects, sections, teams in the workshop, or if they are significantly scattered, the workshop manager assigns the objects to his deputies by written order.


Detected violations of safety rules and standards are recorded in the workshop (service) occupational safety journal. Elimination of violations is carried out in a timely manner under the direct supervision of the head of the workshop (service). If violations identified at the second level cannot be eliminated by the workshop, then its manager reports this to higher management. If gross violations are detected that can cause damage to the health of workers or lead to accidents, the head of the workshop (service) suspends work until these violations are completely eliminated, which he informs the superior manager about. The implementation of activities at the second level of control is carried out by the workshop manager. At least once a month, he holds an operational meeting with supervisors and foremen, at which the results of inspections of the state of labor protection are reviewed, and monitors the implementation of measures in accordance with the workshop's Labor Safety Journal.


The third level of administrative and production control is carried out by a permanent commission on labor protection and industrial safety (MPC OSH), appointed by order of the head of the branch, under the leadership of the chief engineer or deputy branch for safety. The Occupational Health and Safety MPC includes chief labor protection specialists, as well as representatives of state supervision and trade union committees.

We will calculate the standard number of occupational safety and health workers at OJSC "ONIIP". Based on the Resolution of the Ministry of Labor of Russia dated January 22, 2001 No. 10 “On approval of inter-industry standards for the number of occupational safety and health workers in organizations” (as amended by Order of the Ministry of Labor of Russia dated February 12, 2014 N 96) and with a number of employees of 629 people.

The obtained standards for the number of workers in the labor protection service at OJSC "ONIIP" and the final result are shown in Table 1. These data will allow us to estimate the current number of employees in the labor protection service.

In order for the labor protection department to perform its functions efficiently, the employer needs to select the optimal number of employees in this department. It is determined taking into account the nature of working conditions, the severity and danger of the production process, the total number of employees of the enterprise and the “Inter-industry standards for the number of workers in the labor protection service in organizations” (hereinafter referred to as the Standards), approved by Resolution of the Ministry of Labor of the Russian Federation No. 10 of January 22, 2001.

The standards provide for the conditions for the formation of the organizational structure of the labor protection service in the organization (specialist, bureau, department). Paragraph 3.1.1 of the Standards states that in organizations with more than 700 employees, a labor protection bureau (3-5 people) or a department (from six people) is created.

The standards cover the following areas of activity of occupational safety workers in the organization (clause 1.3):

1) occupational safety management;

2) organization of work:

To prevent industrial injuries, occupational and work-related diseases;

To carry out certification of workplaces;

To bring workplaces into compliance with the requirements for working conditions and labor protection;

Conducting briefings, training, testing the knowledge of enterprise employees in the field of labor protection requirements;

Planning occupational safety measures, drawing up statistical reports in established forms, maintaining relevant reports;

3) operational control over the state of labor protection, compliance with laws and other regulatory legal acts on labor protection in the organization and its structural divisions;

4) participation in the reconstruction of production and carrying out activities aimed at improving the working conditions of the enterprise’s employees;

5) investigation and recording of accidents.

The standards are defined only in relation to easily taken into account factors:

Average number of employees of the organization;

The number of workers engaged in heavy work and work associated with hazardous working conditions;

Number of independent structural units;

Average monthly number of newly hired employees;

Number of accidents per year.

At the same time, intersectoral standards do not take into account (this was impossible to do) such factors that significantly influence the composition and scope of work of the service, such as:

Industry specific features of production;

Equipment condition;

Climatic features and ecological state of the area;

Sex and age composition of employees, etc.

The standards contain all indicators of the number of occupational safety and health workers depending on the listed factors. To determine the standard number of employees in the occupational safety service (OHS), it is necessary to summarize the number indicators in the tables according to the situation in the organization.

The general formula for calculating the payroll number of service employees (ESP) is as follows:

where Chsp is the payroll number of service employees; Chn – standard number of occupational safety and health workers; Kn is a coefficient that takes into account the planned absences of employees during vacation, illness, etc.

This coefficient is also determined by the following formula:

The percentage of planned employee absenteeism is determined based on accounting data.

The staffing number of workers in the occupational safety service in the organization (Chsht) will correspond to the payroll calculated using the formula:

Special attention should be paid to enterprises with separate production structures. These are enterprises, workshops, departments of motor transport and housing and communal services, included in the structure of the organization, located at different production sites and having a complete production cycle.

In cases where such units are located at a distance of 0.5 to 1.5 km from each other, the number of occupational health and safety employees calculated according to the standards should be multiplied by a factor of 1.2. And if a separate structure is located at a distance of 1.5 km or more, then a coefficient of 1.4 is applied.

In separate production structures of 400 people or more, the number of occupational safety and health workers is calculated separately for each unit.

At the intersection of the line with the number of workers engaged in heavy work and jobs associated with hazardous working conditions (145 people; range from 101 to 350), the number standard value is set at 0.39.

We will calculate the standard number of occupational safety and health workers at OJSC "ONIIP". Based on the Resolution of the Ministry of Labor of Russia dated January 22, 2001 No. 10 “On approval of inter-industry standards for the number of occupational safety and health workers in organizations” (as amended by Order of the Ministry of Labor of Russia dated February 12, 2014 N 96) and with a number of employees of 629 people.

The obtained standards for the number of workers in the labor protection service at OJSC "ONIIP" and the final result are shown in Table 1. These data will allow us to estimate the current number of employees in the labor protection service.
